That said, some on Twitter have accused such a design of harming poor passengers in the event of an accident. However, the Railways has completely denied this allegation. Further, it explained that as per train operating rules, the location of each compartment is decided as per railway rules and no compartment has been set up on the basis of discrimination between those who have money or the rich. Also, the real reason why public coaches are placed at the end or beginning of trains is given.
According to Indian Railways, the general coaches of the train are more crowded than the sleeper and AC coaches. Public coaches board and alight more passengers at each station. Hence, the crowd will remain. In this case, if general coaches are added in the middle of the train, there will be more weight in the middle of the train and the train will not be balanced.
Boarding-deboarding will also be a problem. If the general compartment is in the middle, it will affect the seating arrangement as well as other arrangements. By placing public compartments at the front and rear of the train, the passenger crowd is equally divided. Adding an engine on both sides on the return journey is useful in maintaining the balance of the train.
According to railway experts, adding public coaches at the start or end of a train is beneficial in terms of passenger safety. Not only that, people can be quickly evacuated from these coaches with large number of passengers in case of emergency such as accident, derailment or fire.
